ABSTRACT:
भारतीय राजनीतिक स्तर पर केन्द्र व राज्यों के स्तर पर अलग.अलग दलों की सरकारें होने पर अनुदान संबरन्धी विवाद देखने को मिलता है। ऐसी स्थिति में केंन्द्रीय सरकार का प्रयास होता है कि स्वैच्छिक अनुदान अधिक से अधिक प्रदान किया जाये और संवैधनिक अनुदान नाममात्र का प्रदान किया जाये ताकि विपक्षी दलों से शसित राज्यों में सरकार की लोकप्रियता को कम किया जा सके और अगले चुनाव में केन्द्रीय सत्तधारी दल की सरकार कों राज्य में स्थापित किया जा सकेए जबकि राज्य में स्थापित दल अपनें वादो को पुरा करने तथा भविष्य में अपनी सरकार को बनायें रखने हेतु राज्यस्तरीय योजनाओं को वरीयता प्रदान करता है। इसी कारण राज्य सरकार द्वारा संवैधानिक अनुदानों की मांग अधिक से अधिक किया जाता हैए क्योकि इसको खर्च करने की स्वतंत्रता होती हैए जो संघ बनाम राज्यों के विवाद को जन्म देता है।
